Intermunicipal Commercial Areas for Strong Regions

Intermunicipal commercial areas are created through cooperation between several local authorities, which jointly plan, develop, and market these sites. Intermunicipal cooperation, particularly between urban centers and their surrounding municipalities, has long been established. At the same time, there has long been a culture of local competition, with municipalities competing for workers and businesses, often at the expense of tax revenue. Many have now realized that regional cooperation can have the opposite effect—creating benefits for all involved.

Successful cooperation across municipal boundaries strengthens the competitiveness of the entire region and gives a significant boost to its economic strength. Costs and revenues are therefore distributed fairly in the process.

Land Requirements in Kiel for Sustainable Growth

Kiel needs commercial and industrial land for sustainable growth. The development of commercial and industrial sites is therefore a key task for an active economic development agency. For the state capital, Kiel, land requirements of approximately 71.3 hectares by 2030 – or 5.94 hectares per year – are forecasted, contrasting with an estimated supply of 37.7 hectares of land. This results in a shortage of around 35 hectares by 2030. Therefore, how can Kiel meet its land requirements? The land shortage can be offset, amongst other things, by utilizing intermunicipal land in collaboration with neighbouring municipalities.

Seven years after the signing of the cooperation agreement between the municipality of Melsdorf and the state capital of Kiel, the former 20-hectare agricultural site on the western outskirts of Kiel has undergone a radical transformation. Following the purchase, planning, investment, and successful development of the site, 15 businesses have been established there, turning the area into a vibrant business hub.

Barkau District

Barkauer Land

The municipalities of Klein Barkau, Großbarkau and Honigsee in the district of Plön, together with the state capital Kiel, are exploring the possibility of establishing an intermunicipal commercial area in the Barkauer Land region, covering a total area of around 89 hectares. Such an intermunicipal partnership would mark the first economic infrastructure partnership between the state capital and municipalities in the district of Plön.

Lehmkaten 

Gewerbegebiet Lehmkaten

The development of the Lehmkaten intermunicipal commercial area is being driven through joint cooperation with the "Altenholz–Dänischenhagen–Kiel Development Association" in order to meet the high demand for commercial space in the region. The existing, fully leased site, is to be expanded by around 190,000 m² of gross floor area and developed in a way that is both environmentally friendly and resource-efficient.

Planning Dialogue

The "Planning Dialogue" marks the first time that regional stakeholders from the economic development and planning authorities throughout the Kiel region have worked together within a planning network. The aim is to further develop the region as a unified economic area. The "Planning Dialogue" has set itself the goal of actively initiating and supporting the process of sustainable development for commercially significant sites of regional importance – from site development to site marketing.
